Objective of the e- BMD Project

Issuing of certified copies of births, marriages and death certificates is one of the  main duties  of the Registrar General’s Department and  issuing of such copies are done on the requests made by general public. However, when the applicant is not known the essential details such as specific number, date or time period relevant to the incident , searching of relevant document is difficult. E-BMD project is introduced to avoid the searches which are spent more time.

The main objective of the same project is maintaining  of data base, issuing of certificates through the system and sharing of information on registered births, marriages and deaths with other agencies.In addition to that, the other benefits gained from this project are searching relevant documents quickly by establishing data bases in regional level offices, immediately issuance of certified copies and decentralizing the issuance of certified copies.

Online Land 

As part of the Online eBMD Portal initiative, a new feature has been introduced to enable citizens to conveniently request certified copies of deeds and extract documents through a secure and user-friendly online platform. This enhancement aims to improve accessibility, reduce processing time, and promote greater transparency in land-related services.

Background

The Island has been divided into registration divisions for the registration of births,deaths and marriages and a registrar has been appointed for each those  division.The relevant incidents are registered in three copies and the original copy thereon is preserved in the Divisional Secretariat, second copy is preserved in the central record room .The third copy is issued to the informer if it is a birth or death and in a marriage it is issued to the party , in free of charge. A copy of the certificate is issued after requests made on the public requirements. If the document number and date of registration has not provided for obtaining of a copy of the certificate, a copy should be issued by searching relevant document and documents relevant to 03 months period from the incident occurred should be checked. Therefore, the officers have to spend some time period for searching relevant document by  turning pages.

The necessarily of establishment of a data system has been identified by scanning births , deaths and marriages documents for minimizing the time taken for searching the same documents  and the security of documents and e-BMD programme has been introduced to fulfill the same requirements.

Initiation of the e-BMD Project

This programme has been commenced in the year 2006 as a pilot project in Colombo district and after that  it  has been implemented in other districts in the Island from the year 2009. The ability to take a copy of birth, marriage and death certificate belonging to any district from any Divisional Secretariat in the Island by modernization of the old data system from the year.2019. The old data system which has been established in the head office and 36 miilions of  scanned births ,deaths and marriages registers has been established in ICTA LGC 2.0 with creating the new data system.

Accordingly, issuing of births ,deaths and marriages certificates is carried out by the Additional District Registrar’s Divisions which have been established in 341 Divisional Secretariats through the new data system.In addition to that,  this facility is provided for all Land Registries and Divisional Offices . The same facility has provided for the offices such as central record room at Suhurupaya, new central record room at Pannipitiya by this time.
